The HLEG was an initiative of representatives of six national bodies (with
a policy interest or substantial research activities in low dose risk
research) and the EURATOM research programme.
The objectives of the HLEG were:
- To formulate and agree the policy goals to be addressed by low dose risk research;
- To develop a strategic research agenda and road map for low dose risk research in Europe;
- To specify the essential elements of and next steps for establishing a sustainable operational framework for low dose risk research in Europe.

After a public consultation on the draft report the HLEG published its final report in January 2009. In this report the High Level Expert Group recommended to set up a new European platform named MELODI (Multidisciplinary European LOw Dose Initiative).
